Tourist visa to the UAE
A citizen of any country needs a visa to enter the UAE. But the procedure for obtaining this visa is different for each country. For example, Russian citizens in the UAE are issued a free tourist visa upon arrival for 90 days. In fact, this can be considered a visa-free travel, since you do not need to process any documents and pay a fee, but legally it is called a "visa on arrival" (visa on arrival).

There are different visa regimes for citizens of different countries. Here are some examples depending on your nationality:
Russia — visa on arrival for 90 days in a 180-day period;
Belarus — visa on arrival for 90 days in a 180-day period;
Ukraine — visa on arrival for 30 days, after expiration it can be extended up to 60 days;
Kazakhstan — visa on arrival for 30 days, after expiration it can be extended up to 60 days;
Moldova — a tourist visa is required before arrival;
Uzbekistan — a tourist visa is required before arrival;
Tajikistan — a tourist visa is required before arrival;
Kyrgyzstan — a tourist visa is required before arrival;

Answers to questions:
If your original tourist visa has expired (visa on arrival), you can re-apply for a new visa for 30, 60 or 90 days.
If you originally had a free "visa on arrival" and it has expired, you can apply for a new paid tourist visa to continue your stay in the UAE.
To apply for a new tourist visa, you need to leave the UAE, get a new visa, and only then check in.
Alternatively, if you plan to stay in the UAE for a long time, it is better to apply for an Emirates ID (resident visa).
If you originally had a free "visa on arrival" and it has expired, you can apply for a new paid tourist visa to continue your stay in the UAE.
